WIN OUT THE "EUROPEAN PARADOX"

Abstract:
The "European Commission has identified something called the "European Paradox", i.e. "the European seeming inability to turn excellent research results into globally competitive products... It does seem that Europe's advanced science is too often taken elsewhere to be exploited commercially - usually to the United States". One of the reason of it may be "questions related to European risk-and-reward equation, and its cultural attitudes to entrepreneurship, risk-taking and success".
It is also "now recognised [1], that technology transfer needs to be done at international not local level, so that the best partners anywhere in the world come together to turn knowledge into products"...
"European Paradox" in CEE Countries is even stronger than in EC countries. It is mainly caused by recently recovered collapse in higher education and by still existing outdated state controlled industry and research system.
Authors, as the President of "Polish UNESCO-UNISPAR Working Group Society" and Co-ordinator of "EuroUNISPAR" Network presents his proposals to resolve the problem of this "Paradox" on the basis of UNESCO, European Commission recommendations and experience of Polish UNISPAR and Baltic Innovation Network BASIN.
